A local tax attorney based in Houston has dedicated experience working with the Texas Comptroller. They will be able to guide you to the best resolution option based on their experience with the state. Unfortunately, big nationwide tax relief firms usually lack state-specific experience, and they tend to provide subpar services as their staffs are full of salespeople with only a small number of actual tax pros to file documents.

There are four Taxpayer Assistance Centers in Houston where you can talk with IRS employees in person. You can ask questions about your IRS account related to forms filed, payments made, etc. You can also get basic individual tax law assistance, pay taxes with checks or money orders, and make payment arrangements. You may also request an ID protection personal ID number to reduce the risk of tax-related identity theft and receive departing clearance for aliens. 

Finally, you can get tax forms, and you can file Form 911 (Taxpayer Assistance Request) and

Form 2290 (Heavy Highway Vehicle Use Tax Return). At the Southeast Houston location, you can make tax payments in cash, but you must have exact change. Here are the locations:

There are three LITCs in Houston. You can get help at these centers if your household income is under 250% of the poverty line, and you're dealing with a tax dispute or debt worth $50,000 or less.
